The PDF I found of him does not say that, it just say he is a level 3 DP with a 4+ inv save and a 2+ jink with shrouding! Uhh Sevrin Loth can pick powers from telepathy.. that's very powerful (instant invisibility). Then with the conclave he has access to all the other powers in the game.
